We’re the Uganda National Slum Dwellers Federation (CBO). We believe that to get the maximum benefits for the slum residents, we have to unite and work together. After the last meeting, we have come up with some ideas and hope to discuss them with you and the other organizations together to be on the same page, and develop the best solution to negotiate with the developers. Please contact us with a time for a meeting that's available for you, or we can create a Facebook group together to discuss in a more flexible way.From last Friday’s online meeting, it is clear that the developer doesn’t agree with the “land-sharing” scheme or the “buy-back” scheme unless there is something for them from the local government, and their offer for job opportunities is vague as well. We are looking for your help to convince the local government and the landowners that these two schemes are essential for the slum dwellers to secure their living rights for the future, and the job opportunities are the foundation for the residents to have a life.To have these schemes agreed upon, we are looking forward to working with you on we both talk to the local government and the landowners to have them negotiate with the developers to help the residents earn their rights. Only with these schemes agreed upon can the residents see the site as their home for real. And the relocation site could be on the side that’s close to the original slum, so the links between the affected slum dwellers and their original living environment can be less impacted, also the relocation site can be a buffer zone between the development and the slum.To assure the residents are provided with real job opportunities, we both can talk to the local government, landowners, and the developer about some regulations, for instance, making sure that 35% of the employees in the international company are from the local residents. And also provide the local residents with some skills training programmes, to help the residents finding better jobs. In this way, the developers can not just give an idea about hiring the dwellers but actually do so. (These are just some ideas we have come up with, for now, they can be discussed further in the meeting.)The local government, as they have claimed, will only approve the development when the residents are properly relocated. However, the definition of “properly relocated” should come from the residents instead of from the authority. So this is our chance to define what is “properly relocated”, and to use it as leverage to fight for the rights of the residents with the local government’s help.The landowners have always been talking about taking care of the residents, and we believe they are holding the most power in getting these schemes and job opportunities for the residents. The developers will have to consider these requests seriously if they are coming from the landowner, since buying land from the landowners is the first step to the development.For the meeting, we can talk about the residents’ needs to define “properly relocated”, the solutions to these needs, how the development needs to be based on the interests of residents,  how to implement these needs once agreed and how to develop regulations for violations. And we’re looking forward to working with you to protect the affected slum dwellers.

My name is Wong Ho Chi Felix, I represent ACTogether . First I would like to thank everyone for your presentation last Friday. From the presentations, we understand that all stakeholders are having the same idea that hoping the redevelopment will bring out positive results to Kisenyi . So, we (ACTogether) think that it would be the best for all of us to agree on a set of core principles to bring out best results to the redevelopment of Kisenyi and to make sure the redevelopment is beneficial to every party involved.

Thank you for your response. First of all, sorry for not using padlet. We did not realise you were using that platform for your questions and thought that email was the communication system to contact you.

The end of negotiations is coming up (10 May) so we will try to be diligent in answering your questions.

We will answer them in the same order you asked;

As I explain to the local government, we as developers are willing to adapt our project and be flexible with the community demands, and we understand that the community wants land and house ownership. But it's necessary to clarify how you expect to achieve that possibility.

For us it is important you understand that we are a business organisation interested in working with the community, and our job is to find feasible and winning opportunities for all the stakeholders. In this sense, we are not proposing a social project or offering a free house to the community, so if the residents want ownership that will imply paid for that .

Share for us means a partnership relation, and partners divide benefits the benefits of the project, but also cost.

In that sense;

When you talk about tenure, you are thinking of a lease, ownership or other kind of contract?

How will the government support this project? How will the community do?

How much of the cost of the project will the government pay? How much of the cost will the community cover? How much of the land's cost will it cover?

Is this the main condition you have to achieve an agreement?

Who will negotiate with the landowners?

If you could consider this aspect and tell us your position, we could offer some possibilities to achieve an agreement.
