He recognizes him and betrays him for all the evil he has done. This goes to show that Dante's heart is hardening to sin. He was also King of Boeotia and son of Ares. Apollo was messing with Phlegyas' daughter so he set Apollo’s temple on fire. In return Apollo killed Phlegyas and sent his soul to Hades.
