         <description><![CDATA[<div>Was the first police chief of Berkley, California and a major part of developing the criminal justice system, &nbsp;such as creating the bicycle patrol, police records, and the call box network. Vollmer was big on&nbsp;officers obtaining their degrees and&nbsp;helped colleges create criminal justice courses. Vollmer, who only had a sixth grade education, banned graft and gifts, and instituted a series of reforms that are credited with transforming policing into a modern profession (Dinkelspiel, 2010)&nbsp;</div>]]></description>

Wilson introduced lots of new ideas to the departments where he worked, like the use of patrol cars and portable radios, while also promoting professional standards. Wilson reinforced a world wide reputation in criminology by cleaning up the Chicago Police Department. Wilson also adopted the criminal justice training standards council act. According to Wilson (1977), he used these categories in police evaluations: attendance, safety, practices, public contracts, employee contacts, and compliance with rules. </div>]]></description>

         <title>Maximilian Carl Emil Weber (1864-1920)</title>

         <description><![CDATA[<div>Was a multi-faceted talent from Germany who was known for his work as a philosopher, political economist, and most notably as a sociologist.  His work is so well recognized that he is considered as one of the three founding fathers of sociology.  Weber is credited for expanding the roles of bureaucracy for large organizations.  He was intrigued with the hierarchical operations of establishments and he expanded on key principles of structure and order.  Although he was a firm believer in the positive outcomes of an effectively ran bureaucratic system, he also warned of the inefficiencies that could be a result from these schemes if not managed correctly. <br><br></div>]]></description>

         <description><![CDATA[<div>Legal Historian Bruce P. Smith, was named Dean of University of Illinois and award winning law professor. (Dennis, 2009) From 1892 to 1955, Bruce was an advocate of economies of scale believing that a greater efficiency in law enforcement began with combining smaller police forces into one larger ones and replacing sheriffs with state police. (Kania &amp; Davis, 2012) Bruce’s focus was Anglo-American Criminal Procedure.  Bruce helped with the development of the UCR (Uniform Crime Report) for the IACP (International Association of Chiefs of Police) and the FBI.  <br><br></div>]]></description>

         <description><![CDATA[<div>James Q. Wilson made many contributions to criminal policy and the study of police behavior. His biggest contribution comes from a study he conducted in 1989, which discovered that inefficiency and arbitrariness cause significant issues within modern bureaucracies. He also published several works, including <em>Thinking About Crime</em> (1975). He was an adviser to President Ronald Regan, and was also awarded the Presidential Medal of Freedom in 2003 (Kania &amp; Davis, 2012).</div>]]></description>
