YouTube itself is not for educational purposes, but there are a lot of videos / audio from ted talk or podcast etc that you could use to improve your listening skills. For the British Council itself, it's more suited to learn step by step since it’s more like a formal learning tool. For learning English itself, Duolingo will ask you  what is your mother tongue so it is safe to use to learn English. Duolingo itself has a Reading, Listening, Writing, and Listening section. Very easy to use for Beginners. It is more into vocabulary in the first lesson, so it feels similar to the British Council. Google Docs is just a website that you can use to write. ELSA itself from what I use before have been speaking and more into speaking skills learning. For mooc, Edx is free to use, most of the courses have free mode that you could use even though the paid one gives you more extra features such as assignment and other. Udemy is mostly a paid subscription.
