He was very lenient with how the south operated post-war, which led to racist laws being passed. Congress worked to pass laws that contradicted the laws in the south, but President Johnson vetoed them. This led to his impeachment, and the true beginning of reconstruction. Congress started by making sure all of the southern states ratified the 14th Amendment and started the integration of the formerly enslaved to the south. Violence spread throughout the Reconstruction Era for years before reaching the Compromise of 1876.
