Time - always an issue, so many other priorities that sometimes staff training for DCF can be sidelined. 

Cluster working is fine in theory but if you have staff from 9 schools with wildly varying abilities/experience it can be hard to make training useful/relevant for all

If it is just the coordinator that receives the training then time not always given to disseminate information. Teachers respond better to an outside provider.
