2) People with a 'seat at the table' should include the sector (which needs to lobby governments to change legislation!), government officials, specialists (geologists, climate scientists, knowledge holders around other cultural practices and disaster experiences and solutions - eg NZ earthquakes, New Orleans floods etc), financial experts, community members (but who gets to speak?)...  
3) different ideas about burial and tenure and how to educate/learn from different publics - limited tenure in SA , Islamic burials (no hierarchy in death ), different modes of disposal...
