Funding is a constraint and this can be facilitated through external funding partners who believe in the movement.

Advocating is partially political and is debatable. Neutrality in affiliation is something that is subjected to questionability. This is deemed necessary for normalised function.

Young people are not allowed to openly advocate due to minimal support from adult leadership. Change in mentality is the solution and WOSM needs to create resources that will help climate this barrier.

WOSM can encourage NSO to collaborate with the government and secure funding opportunities and increase accessibility to the society and mainly the young people

Value Volunteering:

Attractive programmes and engagement is the need of the hour that has to be integrated to match competitive standards driven by the value system  of scouting

Not being provided with the basic value and not considering contributions diminished volunteer retention

Scouts at times incur cost to undertake volunteering due to lack of financial support and backing which has a profound negative impact

Recruit people with the desired skills and not generalised volunteers and training them is leaving behind many volunteers
