         <description><![CDATA[<div>The big states v small states was where the little states wanted it to be equal in representation which was the New Jersey Plan. The big states wanted proportional representation which was known as the Virginia Plan. The compromise that was agreed on was the Great Plan or the Connecticut Plan which was where the House of Representatives was proportional to how big the state was and the Senate was where every state got two representative </div>]]></description>

         <title>Issue #2 Slaves being counted to the population</title>

         <description><![CDATA[<div>Slaves were a big issue in creating the new constitution. The North didn't want to count them as population and the South did. The South believed that their slaves should be counted as population. The North thought that they should be counted as taxes and property. So they decided that 3/5 of the slaves would be counted as population as well as 3/5 would be counted towards tax.  </div>]]></description>
