In parliamentary and semi-presidential systems, there is a Parliament whose members are elected.

Opponents of the government, in the two systems, demand People’s vote !

 

Differences :

In parliamentary system, executive power comes from (emanates from) legislative power because the leader that has the most MPs elected becomes Prime Minister. So, executive power can be defeated by parliamentary majority.

In semi-presidential system (which combines elements of parliamentary system and presidential system), legislative power controls executive power (a vote of confidence of the National Assembly about government’s programme is for example organized), but the head of state (executive power) is elected by direct universal suffrage.

Moreover executive power has two heads : The President of the Republic shares some assignments with the government (and the Prime Minister) (but he has also his own assignments).
