And the second act is more of a party, with snacks, balloons maybe, people celebrating about being finally graduated and feeling excited that now they will study something they will like more.

As far as I know, it can be placed in multiple places, can be in the same building of school, or can be hosted in a special place for this kind of acts, is a very flexible celebration.

People under the tunic (if they wear it) dress very nicely, after all it is a very special occasion, the excitement they normally feel is very contagious.
