Back during the 1900's the USA had a problem. Children couldn't go to school and the economy was lacking skilled labor. This was was solved by the mandatory school requirements. The reformers also introduced school lunches as schools should have all things kids need to live. Things were going good until the Great Depression. Franklin who was the president had a plan. He would make farmers (who weren't able to sell any goods) to sell the food to schools. This was a massive success. Later on presidents increased the budgets of school lunches.

Then Ronald Reagan came.

He slashed the budget by almost 2 billion dollars. He afterwards shrunk school lunches. You can imagine him with his secretory.
Ronald: School lunches shall be a pear, a handful of rice, some milk and some meat with ketchup.
Secretory: But sir, there are no vegetables.
Ronald: Ohh dear Sally, ketchup is a vegetable!
Yes he actually said that.
The only reason the tomato is a vegetable is because the president needed to have the bear minimums of school lunches.
