It is not rare to have GT students at are ELL, they are just harder to identify due to the new environment they have been placed in. Just like all GT student, ELL GT students are fast learners but can come off timid and shy. This makes it harder, just like any other GT student that is timid and shy, to identify and recognize.
The district in Arizona thankfully has started to be one of the schools who have put in the effort to identify ELL students that are gifted. They have taken time to research and examine what can be done to identify the students who are coming from another country that can possibly be GT. This is so they so can be provided an education that is right for them.
