Because he feared the american's would take the western regions if it was underpopulated. most immigrants  that came to Canada during the 1900's were shipped out west thru the Canadian pacific railways. many immigrants that came to Canada during this time where from Britain. many of these  British immigrants were poor children shipped here by British charities.
