Jem is a kid who  has a lot of responsibility. He is juggling school, being a kid, and trying to help and watch over Scout. He also has to deal with Scout wanting to be with him most of the time. He definitely loves Scout a lot, but she can get kind of annoying after a  while. Keep in mind, he's only 10. Boo is a huge mystery to Jem, and that's why he finds him so exciting. When Jem, Scout, and Dill play the Radley game over the summer, he plays the Boo, the star of the show. His brain will twist it somehow, until it means something different than it was supposed to originally.
