of vietnam adopted socialism for their government system. In socialist states, (of course
vietnam,) the head of the state is a person of great influence so their opinion must be
considered the most important thing when decicing such national services.
On the contrary, South Korea, where we live, is democratic country. In democracy, citizens are allowed to pick their president for vote and the president must take care of what people want for government.
