Puppy mills is a establishment that breeds puppies that are in poor condition and don't meet the criteria of a true breeder. Once the puppies are born they are taken away from their mothers and is sold.

There are many places that have puppy mills but Missouri tops other states. In PA these are the places that still do puppy mills. Berks County, Lancaster county, Armstrong county, Chester county, and Cumberland county.
