I think the use of phones is unavoidable. It can be a good source of inspiration for students, but could also lead to plagiarism. If the projects are monitored for plagiarism then I think that there is no harm in using a cell phone as long as it does not conflict with school policies.

In the proper situations yes, but over usage can lead to students using their phones for non-educational activities in the classroom.

I believe it should be allowed for students to use their phones to gather ideas for a project as long as the teacher can monitor the students to make sure they aren't using them for noneducational reasons. Teachers should also make sure to let the students know it is just to find ideas, not to copy and paste someone else's work.
https://www.youtube.com/watch?v=w-5dYRGlpyE

Technology incorporation in the classroom is a great idea for the ever-growing world of education. While paper and pen are always a dependable resource, technology allows a wider horizon for the future of the classroom. The only downside I see with technology in the classroom is distractions such as those in this video: (sorry for the poor quality, but this is the scene I was looking for) https://youtu.be/syeaXFOvn2A
