         <description><![CDATA[<div>What works best? According to the article, effective resources and practices are hard to come by. This is becoming more and more of a problem due to the swift rise in the ELL population.<br>2015: Districts must use practices that are research based, and have evidence that ELL students have gained achievements in speaking, listening, reading, and writing in English while meeting challenging state content standards.&nbsp; The article states there is little rigorous research into practices such as sheltered instruction, pull-out, and bilingual instruction.&nbsp; This can be problematic based on the laws districts must abide by.<br>2013: There were no evaluations, as of 2013, that met the quality standards, for sheltered English Immersion. Since then, GLAD has shown mixed results. Theresa Duessen of the GLAD project stated that it would be too difficult to do valid research because teachers approach immersion in so many different ways, usually using pieces of it instead of thinking of it as a whole program.<br><strong><em>How does the educational system overcome this obstacle of finding best practices,that ensures equal access and opportunity to an education AND that are backed by scientific evidence, when there is never a good time for research or insurance methods are being widely used commonly? </em></strong>Even in my own district, where across a grade level teachers are to use common curriculum and assessments, there is great variance and deviation on what and how things are implemented.&nbsp; A teacher on my first grade team has an ELL student and is not even aware of what she is to use for her to be successful.&nbsp; We do not have training, resources, manuals, etc...&nbsp;<br><br>The article does mention 4 proven methods that have been identified as having rigorous evidence, so how was this research conducted and how can resources and best practices be shared in a holistic, integrated way, rather than , as Theresa Deussen called it, "tools in a toolbox."</div>]]></description>

         <description><![CDATA[<div>"The U.S.Supreme Court found that Chinese-American English Learners in CA who were not given educational accommodations to help them learn English did not receive equal access to education." (Sparks, 2016)<br>Since this was a violation of the 1964 Civil Rights Act, school districts should and do take "affirmative steps" to ensure ELLs are receiving an appropriate education by which they can participate in.<br>But is this really happening inside schools?<br><br></div>]]></description>

         <title>Social and Economic Issues of ELLS</title>

         <description><![CDATA[<div>I<strong>mmigrant vs. Native-Born Students<br>Kindergarten and Preschool</strong> show no significant difference as to if they are an immigrant or native born: if they come in  with very low proficiency, they take about the same time to catch up than students with some English background. <br><strong> Middle School and High School: </strong>have greater needs in content area language and instruction than those born in the US.   "Newcomer Schools"  in Ohio and NY found that students felt more supported, but gained less academically.<br><br>Most effective practices included extended learning time before and after school hours, and over summer break.<br><br><br><strong>Bilingualism:</strong> <br>Students who are bilingual perform more proficiently than those who are not.</div>]]></description>
