         <description><![CDATA[<div>      In the upcoming 2018 Midterm elections, Gil Cisneros and Young Kim are running for an open seat in California’s 39th district. California’s 39th district is a Republican district that includes parts of Los Angeles, Orange, and San Bernardino counties and is a key target for both the Republican and Democratic party. An open seat is a seat up for election that was previously held by an incumbent that decided not to run for reelection. Gil Cisneros is a democratic philanthropist who advocates for low cost health care, protects education funding, and refuses to accept PAC contributions, which are contributions from certain interest groups. Young Kim is a Republican, Korean American immigrant who supports increased border security, job creation, lowering taxes, and wants to help aid for domestic violence survivors and homeless veterans. Gil Cisneros is going to win the election in California’s 39th District in the 2018 Congressional midterms.<br>      To support this claim, according to a New York Times Midterm Election poll, Cisneros is ahead by 1 percentage point. This poll was a random sample conducted of a sample size of 496 voters, with a margin of error of 4.6%, with data taken between October 18 to October 23. This poll supports the argument that Gil Cisneros will win California’s 2018 Congressional Midterm election in the 39th district because it is a survey of public opinion. This is the distribution of the population's beliefs about politics and policy issues, meaning it represents who the members of the 39th district support.  <br>       To further support this prediction, Gil Cisneros recently won the lottery, allowing him to facilitate more attention, therefore, increasing his chances of winning the election. According to abc7 news, Cisneros was able to spend more than eight million dollars of his own money on his election campaign, while also using his lottery money to invest in education. In contrast, the Federal Election Commission has reported that Young Kim has spent a little over two million dollars in her campaign. Cisneros’ win in the lottery gives him the opportunity to broaden his campaign to things that might bring attention to it. Therefore, Gil Cisneros will win the election in the 39th district of California, due to larger campaign spending. <br>     However, the margin of error in the poll is high in relation to the small sample size, which could cause a relinquishing of Gil Cisneros’ lead in the poll. Additionally, Young Kim is being endorsed by the previous incumbent of California’s 39th district, Ed. Royce. This endorsement gives her an advantage that can win her the election, as Incumbents hold more influence and those who supported Royce will most likely favor her to Cisneros in the election. According to MSNBC, Young Kim has the support of <a href="https://www.youtube.com/watch?v=r-0e1YDefQw">Rep. Ed Royce </a>and House Majority Leader Kevin McCarthy, among others.
