The ape is meant to symbolise a German soldier, Hopps is de-humanising the enemy and making them out to be vicious animals. Emphasised by the bloody hands and the bloody baseball bat. 

The baseball hat is marked kultur, showing that the only idea of culture to Germany is destruction and violence. The idea of a violent culture is reinforced with the pickelhaube, a German military hat 

Holding a half naked woman in its arms - could symbolise Britannia or the French lady political cartoons would always show - or maybe even Edith Cavell??

Ruined city in the background shows the capability of the German army, what they have done in Belgium and what they will do if they reach America

Dark colours emphasise the themes of danger and despair that would accompany such a brute as Germany landing in America

Contrast to the dark colours it the bright colours of the lady symbolising innocence - the colours of her dress are similar to lady liberty - could the Germans try to steal the liberty of the Americans?

Also in contrast is the bright orange of the text - maybe showing that the opposite of this dark possibility is the bright hope of the soldiers enlisting to beat back the enemy before it reaches America's shores
