Charles Taze Russel made up most of these rules. Jehovah witnesses cant have Blood transfusions because Jehovah's Witnesses believe that a human must not sustain there  life with another creature's blood, and will not talk to anyone who does this. (Genesis 9:4, Leviticus 17:10, and Acts 15:29) prohibits blood and that Christians should therefore not accept blood transfusions or donate or store their own blood for transfusion. think this is a kinda weird rule because if you are dieing and really need a blood transfusion you could die because you can't have it.
