Then we think about why is that happening? The answer is because of limitations such as the lack of government funds, the lack of data and standards regarding the existing condition in Surabaya, and information of the distribution of disabled people based on their characteristics in a certain geographical aspects. Because there are a lot more kinds of structure, such as public transportation. And as far as we know public transportation doesn't really accomodate people with disability.
    It's good to think about other infrastructures, but in this topic it may be better to narrow the wide meaning of infrastructure to one thing.
