What: the government leader Williams Berkeley did not want the poor whites and blacks to team up  to stop him from make good trade because he would make trades and then get the good's. So he gave the poor white privileges, so they would be unwilling to team because the now had more power than the blacks. This event causes the  whites and blacks from team up so this meant that the whites could punish the blacks and the blacks could do nothing.     </div>]]></description>
