The US Senate also passed an update to this law called Lids Online Safety Act 2023 which clarified & updated COPPA. 

Social media companies can not track your child's information online if they are under 13. Your child can not legally consent to opening a social media account. But there is nothing to stop your child from lying about their age when they create an account.
