When American code breakers determined he was behind the attack his aircraft was shot down and he was killed in the crash.  His death was a blow to Japanese morale.
FDR-  helped unite the union after the attack on Pearl Harbor. He gave a speech in which he called the attack on Pearl Harbor a "Day of Infamy". In this speech he urged congress to declare war against Japan.
