Edward uses it to scare people by describing hell and how hell is always waiting for them to fall. He says it to get people to dedicate themselves to God or else they'll stay damned.

Edward tells the people how God is grateful to those who deserve it. That'll scare the people into being more " faithful" and doing good leads to make sure their god his happy with them. In this quote Edward is basically saying that the people are such sinners and are so dreadful that God has to keep them as far as he can.
