- from the stakeholder point of view (EC, decison makers, NA, National Authorities, youth organizations and young people, that most of the time are addressed in this order creating frustrations) 
- sectorial point of view (most opportunities for youth people are in the employment area rather than in the youth and education sector if we look at Youth Guarantee)

More synergies should be looked into this as well. 
Two examples: 
- ESC has the simplest (solidarity projects, mainly national) and the most complex (QL with a 3 - 7 year strategy behind), everything else in between is in E+
