First of all, this practice is outdated as school is now depending more on the internet which means that people may rely technology to learn instead of going to school and handing in their homework. Moreover, some schools still judge on other peoples handwriting which may cause a lot of ruckus as some are supposed to have a high score with their homework but the score is abolished for the reason of bad handwriting. It can also prevent students from copying the answer from Internet but it is also inconvenient and time-consuming
But it may be true in some situations. For instance, some regions don’t have internet this is a choice for some students in poor areas. But there are solutions in every problem as we can either donate laptops or money to those in need or boost the education system. 
In my conclusion, I wouldn’t recommend doing hand-written homework for some of the following reasons but it is still okay though.

Put 500ml of fresh milk and 50g of sugar in the pot, stir gently in one direction until the mixture is dissolved. Put the pot of milk on the stove to heat until the milk is warm but not boiling. This step is very important to prevent the cake from pitting. Cook until you put your hand over the mouth of the pot and see that it is hot. Filter the mixture through a sieve 1-2 times to remove air bubbles, helping the cake after steaming to be smooth, without being lumpy.
Before receiving the result, we must first bake the cake, By oven: Put the cake mold on the tray, fill 1/2 of the tray with hot water. Put in the oven at 150 - 160 degrees C for 40 minutes. Baking temperature and time may vary depending on oven and size
