But then he was arrested (and later died). After, Napolean&nbsp;announced his plan to have slavery again on Haiti and Dessalines started a new revolt against French rule. Britain helped Haiti beat the French and on November 9, 1803 colonial authorities surrendered.&nbsp;</p>]]></description>
