An example is seen in a partnership between Zambia, a country in Eastern Africa, and the European Union in an attempt to provide food for the starving populations. Zambia denied the genetically modified maize for a period of time which caused famine and death in the society until they finally passed regulations allowing the genetically modified maize to be given to the Zambian  population.
