From the perspective of local residents, the flagship attraction should continue to develop, but only in a balanced and responsible way. We support its further development if the government and museum management negotiate properly with local stakeholders and ensure that the benefits are shared with the community.

Reasons:

1. It brings economic benefits to the city and local people.

The Guggenheim Museum has greatly increased tourism in Bilbao, which has helped create jobs in hotels, restaurants, transport, retail, and other service industries. For local residents, this means more employment opportunities and stronger local business activity.

2. It improves the city’s image and pride.

Before the museum became famous, Bilbao was mainly known as an industrial city. The Guggenheim helped transform Bilbao into an internationally recognized cultural destination. As residents, we may feel proud that our city is now seen as modern, creative, and attractive.

3. It can encourage urban regeneration and better public facilities.

The museum’s success often leads to improvements in infrastructure, public spaces, transport systems, and environmental quality. These changes do not only benefit tourists, but also improve daily life for people living in the city.

Boost international art exchanges and enhance local artists' creative vision and professional capabilities

4.

1. Tourism-led gentrification has driven up housing and commodity prices sharply. Many long-term residents are forced to move out, damaging the integrity of local communities.

2. A huge influx of tourists has caused traffic congestion, noise, and garbage problems, severely disrupting daily life and reducing the quality of living for locals.

3. Government fiscal resources are overly allocated to the museum and tourism supporting facilities, with insufficient investment in people's livelihoods such as education and medical care.

4. The city’s over-reliance on the international art label of the Guggenheim has marginalized the local Basque culture and eroded residents' cultural identity.

5. The economic dividends of tourism mostly flow to external operators and large enterprises; local residents bear all the costs of tourism but fail to benefit sufficiently.

Yes, continue to develop the Guggenheim Museum Bilbao

Reasons:

1. Economic & Urban Legacy: The "Bilbao Effect" has proven that the museum drives sustainable tourism, job creation, and urban regeneration, with over 78% of its operations self-financed by 2024, reducing long-term municipal financial risk.

2. Cultural & Community Value: It fosters local artistic talent, community pride, and accessible public art programs, while continued development can expand these benefits to more residents and vulnerable groups.

3. Global Competitiveness: As Bilbao’s flagship cultural attraction, it maintains the city’s unique position in European tourism, diversifying its appeal beyond traditional destinations and extending visitor length of stay.

4. Sustainable Growth Framework: With negotiated safeguards (e.g., local curatorial representation, affordable housing protections, and strict environmental impact assessments), expansion can avoid over-tourism and gentrification while aligning with the city’s long-term sustainable development goals.

Support for continued development

Reason:

1. The Guggenheim Museum, as a world-renowned museum, is an important symbol of Bilbao's city image.

2. The Guggenheim Museum promotes the flow of people and increases the number of tourists in Bilbao, which is also beneficial for boosting local consumption.

3. In the future, relying on the Guggenheim Museum, industrial transformation can continue and economic development can be promoted.

4. Sunk Cost: The museum has already invested a considerable amount of cost in collections and architecture in the early stage. If it does not continue to develop, the cost of silence will be higher.
