My personal opinion on the matter is, the punishment should be stricter. This is to ensure that this does not continue. 

Furthermore, I'd like to state the fact that; there are other methods or ways to communicate to others. There are even software for such instances. You are able to use Bluetooth to connect the phone up to your phone and talk then. This is a hand free method of talking to people through telecommunications.

My honest opinion on the matter is, it's disgusting and nobody should be doing such a thing. I have seen such instances in my own experience, but not as a passenger. I have seen, in other cars, people using their phone. It's disgusting.

Lastly, I'd like to cover the fact that, this is something that I would never, personally this is, do. It has greater risks than rewards. In-fact, there are no rewards... You simply can lose from the outcome. The risks are too large.

Overall, driving and using your phone is a negative and an unfathomably terrible idea to do. It has great consequences and can only end in a catastrophic failure.
