Donald Trump is building this wall because he doesn’t want migrants in his country. 
JR asked a modest family of California if he can work on their field. The kid on this piece of art is the baby of the family.
On the artwork, we can see a baby boy who’s playing with the wall. He seems happy to play with it. Under the baby there are two policemen who are watching the artwork. Maybe they are amazed to think about an artist who did a piece of art on a wall so important in american and mexican politic. 
I think JR choose a baby because he thought that the decision of the president of United States was stupid and he reacted like a kid. The baby is playing with the borders of two countries.
