I think the reason they didnt repent is because humans have too much pride, want independence and control, and want to have no box (rules) that will stop them from having all options to act on.

The reason they may not repent and accept God in the midst of these horrors is that their hearts have been hardened by the world and its sin. They don't see the need to turn to God and His ways.

Some of them may not even recognize God's power or may think it's unjust. It’s a bit sad.

Weirdly the fact that Satan and his demons get some time to "rule" the earth. They are not victorious, so it's almost like a childish game of "King of the Mountain." Our True King will be victorious in the end
