He presided with the Articles Of Confederation. Samuel Huntington was a jurist, statesman, and Patriot in the American Revolution from Connecticut.  Samuel stayed in Connecticut for most of his life . </div>]]></description>

         <description><![CDATA[<div> <br><br>Each state only had one vote in Congress, regardless of size. Congress did not have the power to tax.Congress did not have the power to regulate foreign and interstate commerce.There was no executive branch to enforce any acts passed by Congress.There was no national court system. Amendments to the Articles of Confederation required a unanimous vote. Laws required a 9/13 majority to pass in Congress.</div><div>"The free inhabitants of each of these states, paupers, vagabonds and fugitives from Justice excepted, shall be entitled to all privileges and immunities of free citizens in the several states; and the people of each state shall have free ingress and regress to and from any other state, and shall enjoy therein all the privileges of trade and commerce, subject to the same duties, impositions and restrictions as the inhabitants thereof respectively, provided that such restrictions shall not extend so far as to prevent the removal of property imported into any state, to any other state of which the owner is an inhabitant; provided also that no imposition, duties or restriction shall be laid by any state, on the property of the united states, or either of them."   </div>]]></description>

         <description><![CDATA[<div>Led by Alexander Hamilton, albeit secretly at first, the Federalists were the first political party of the United States. They supported the Constitution, and attempted to convince the States to ratify the document. Hamilton, along with John Jay and James Madison, anonymously published a series of essays known as the <a href="http://www.constitutionfacts.com/?section=articles&amp;page=theFederalistPapers.cfm">Federalist Papers</a> . Both Hamilton and Madison argued that the Constitution didn't need a Bill of Rights, that it would create a "parchment barrier" that limited the rights of the people, as opposed to protecting them. However, they eventually made the concession and announced a willingness to take up the matter of the series of amendments which would become the Bill of Rights. Without this compromise, the Constitution may never have been ratified by the States. Surprisingly enough, it was Federalist <strong>James Madison</strong> who eventually presented the Bill of Rights to Congress despite his former stance on the issue.</div><div><br></div><div><br></div>]]></description>
