The remainder for the agencies is based on number served weighted against state available caseload. This year (2024) distances traveled to distribution sites was factored in. Verbal abuse is more of an issue with no clear guidelines. It's challenging for strangers to determine if the verbal abuse is an indication of a health issue, a bad day, a normal occurrence for that individual. The contractors look to the state for guidance.
