         <title>The local agency&#39;s caseload amount is obtained from the State agency.  The State agency obtains the caseload amount from USDA and it is allocated based on number of clients served.</title>

         <title>COVID put a hard stop on the trend of increasing client choice.  We encourage it where it&#39;s possible.  Asking specifically about client choice and how drive through distributions have impacted that.</title>

         <title>Our state agency retains up to 10% for the state admin funds.  The remainder for the agencies is based on number served weighted against state available caseload.  This year (2024) distances traveled to distribution sites was factored in.  Consideration was given to avoid an agency withdrawing from the program completely due to a reduction in funding, reduction in caseload because of hold harmless during Covid.  </title>

         <title>(cont) With the funding coming so late the state agency made their best estimate of funding reduction based on the USDA worksheet for determining caseload and continuing resolution amounts received between October 2023 - January 2024.  The state agency communicated with the contractors that a severe reduction was likely.  Contract amendments for the remainder of 2024 and into 2025 are in process.  </title>

         <title>Contractors are allowed to decide where and how to provide CSFP in the counties they serve.  Contractors are awarded counties they bid on during an RFP.</title>

         <title>Request for Proposal (RFP).  Every 4 years minimum.  If a contractor has to terminate their contract we have used per state rules a 3 quote for services system.  If it would be a contract for $60K+ we would have to issue an RFP.</title>

         <title>Lack of funding to fully support the program federally and from our state.  Communicating the differences in qualifications for different USDA programs.  Recipients lack consistent phone numbers.  The state is not able (labor &amp; funding) to provide a consistent reliable electronic platform &amp; provide the technology to contractors for CSFP reporting and recording distribution of units.</title>

         <title>We use our SNAP Ed educators to work with the contractors and provide information to distribute in the packages.  In person demonstrations are conducted where possible, community/senior centers, senior housing sites. </title>

         <title>CSFP provides clear regulations for physical abuse and threat of physical abuse.  Verbal abuse is more of an issue with no clear guidelines.  It&#39;s challenging for strangers to determine if the verbal abuse is an indication of a health issue, a bad day, a normal occurrence for that individual.  The contractors look to the state for guidance.  Contractors are allowed to use a Distribution Site Code of Conduct for recipients, staff, and volunteers.</title>
