Some agreed that each should have an equal amount and some wanted the representatives to be off of population. There were two plans, the Virginia Plan and the New Jersey Plan. In the Virginia Plan, the amount of representatives would be based off of the population. In the New Jersey Plan, the amount of representatives would be equal to the others states. The compromise was called the Great Compromise and it had two houses. Slaves were mostly in the south so the Northern States didn't want the Southern States to have to much power. The higher population would mean more representatives but more taxes. So to resolve this issue the counted slaves as 3/5 of the population.
