The agenda is a set of issues that need to be discussed and given attention.  There are two types of agendas, systematic agendas and government (a.k.a.- institutional) agendas. 

A systematic agenda refers to all public issues that are viewed as requiring governmental attention, most likely to be used as a discussion agenda. 

The governmental or institutional agenda is a changing list of issues to which the government agrees that they should discuss among themselves. 

Much attention was brought to global warming, when scientists started noticing fluctuation in climate change. Results from new experiences led scientists to emphasize the importance of environmentally friendly decisions to the public.
