         <description><![CDATA[<div>Once a problem is identified, public and official attention must be brought in order to secure a place on the government agenda. The agenda is a set of issues that need to be discussed and given attention.&nbsp; There are two types of agendas, systematic agendas and government (a.k.a.- institutional) agendas.&nbsp;<br><br>A systematic agenda refers to all public issues that are viewed as requiring governmental attention, most likely to be used as a discussion agenda.&nbsp;<br><br>The governmental or institutional agenda is a changing list of issues to which the government agrees that they should discuss among themselves.&nbsp;<br><br>Much attention was brought to global warming, when scientists started noticing fluctuation in climate change. Environmentalists call for government actions on issues such as global warming.
