1. A burden is the amount of responsibility one has. An example is having to take care of other people.

2, Kipling views the people being imperialized as taking over the white mans responsibilities. I think he is correct, because they become part of the country with the same responsibilities. I think he describes imperialized people like this because he believes that the responsibilities being forced upon them is bad. 

3. I would characterize Kiplings views on imperialism as disliking it. I agree, because the more people there are, the more you have to invest inthem. 

4. The white mans burden was needing to take care of so many people as they expand and become a global power.

When the U.S helped Cuba against Spanish rule, it was justified. We lended a helping hand when they needed it, but didn't conquer the land. But, during the Philippine-American war imperialism was not justified.
