         <description><![CDATA[<div>The compulsory voting can be show like some that broken the laws, but can be also show like a social duty. Furthemore we can also have as consideration that the voting have many choices.<br>Negatives:&nbsp;<br>Compulsory voting does not force a choice. People can always lodge a blank or spoiled ballot paper. Compulsory voting forces people to vote for someone even if they do not like any of the candidates on offer. The introduction would violate personal freedom and personal rights.&nbsp;<br>Not voting can also be a political statement. A law would prevent it.<br>&nbsp;Compulsory voting is not a cure to domestic policy crises. If someone is unsatisfied with the state and system, they will deny voting despite their electoral duty.<br>&nbsp;Non-voters have to be punished consistently so that compulsory voting makes sense. A symbolic electoral duty is less useful. This poses the question of practicality, since pursuing non-voters costs money and time.<br>Pros:<br>The voter turnout increases. In all countries where compulsory voting is in place, turnout increased. In Australia, where not voting is punished, voter turnout is at 90%.<br>It works against political apathy because everybody has to form their own opinion.<br>Compulsory voting prevents the influence of the few who participate on the election results of becoming too strong.<br>It contributes to the stability of the government since political apathy and a low voter turnout are threats for democracy.<br>A high turnout reduces the financial expenditure for election campaigns. This is how the influence of donors on parties and politicians is decreased.<br>Voting is a democratic and moral duty, so why shouldn’t it be directly written in law?</div>]]></description>

         <description><![CDATA[<div><br>Speaking for myself, I firmly believe that compulsory voting is important for the influence of the few who participate on the election results of becoming too strong. Furthermore, it works against political apathy since everybody has to form their own opinion. <br><br>First, voluntary voting doesn't work. Compulsory registration and voting increase the legitimacy of elected representatives. What's more, candidates winning seats in parliament really do win a majority of the people’s votes. In countries like the United States, where the turnout can be low, candidates can win with much less than a majority of the eligible vote. However, compulsory voting increases turnout. In all countries where voting is compulsory, turnout increased. For example, in Australia, where there is a penalty for not voting, turnout is 90%.<br><br>As you can see, it contributes to the stability of the government since political apathy and a low voter turnout are threats for democracy. Additionally, a high turnout reduces the financial expenditure for election campaigns. This is how the influence of donors on parties and politicians is decreased.<br><br><br>To sum up, we have seen that compulsory voting has many things to consider. From the political to the social sphere. Compulsory voting does not force a choice. People can always lodge a blank or spoiled ballot paper, but if you're informed about the candidates that are running, you're going to have a more important role in society since you were informed and you chose your favourite<mark> </mark>candidate so you didn't have to depend on the minority of voters which is what happens with compulsory voting.&nbsp;<br><br><br></div>]]></description>

Secondly, It gives rise to a new inequality, because the lower participation is not randomly distributed in society, there is a higher participation in citizens with higher income, higher education, more wealth, therefore they vote for right-wing candidates, it is no coincidence that right-wing parties they are in favor of the voluntary vote.<br><br>Paragraph 2<br><br>To begin with, in my opinion, I think that compulsory voting is better than voluntary voting, since, as Lijphart said ''compulsory voting is the only institutional mechanism that can guarantee a high vote on its own'',&nbsp; for example Argentina, a country which has electoral participation rates even close to 80%.</div>]]></description>

         <description><![CDATA[<div><strong><em>"compulsory voting should be implemented in chile again"</em></strong></div><div><br>Voting should be seen as a civil right, not an obligation. In the United States, scholars point out that freedom of expression also includes the freedom not to express oneself, so compulsory voting would go against it. Voting is not an intrinsic obligation, so forcing someone to vote is an infringement on the freedom of citizens associated with democratic elections.<br><br>Will compulsory voting correct all the problems of our political regime? No. If implemented, its mechanical effect -provided it includes sanctions for not voting- will be a moderate increase in participation. Probably, Chile will return to rates close to 60% taking as a basis for calculation the entire population aged 18 and over. This will force the parties to improve their offer of candidates to conquer the new voters. And there will be no excuses, because if more people vote, the parties will receive more resources.<br><br>There is also evidence that in political systems with compulsory voting there are also much higher levels of random voting.&nbsp; That is why few democracies opt for compulsory voting; of the 33 countries that are members of the OECD, only 3 have compulsory voting. Latin America is the most unequal continent in the world and the one that practices compulsory voting the most. Among developed countries, only Australia and Belgium have this mechanism.
