Policy processes long and gains are often v. small (unnoticeable for most in many cases!)

What actually is a success in these long processes? it's easy to measure (in some cases) any actions we've managed to get someone to do, but also much of it behind the scenes and also 'narrative' success - hard to assess our contribution to that (if we can at all)
