Upon enrolling in public education parents complete a survey to indicate both the language spoken at home and the primary language that a student speaks. If either are marked with a language other than English, then the students will be assessed by the LPAC committee who evaluates the home language survey and the English proficiency test to determine whether a child qualifies for ESL/ Bilingual/ or general public classes. the educators in ESL/ELL classes only instruct in English and students are in classes with students that speak multiple native languages.

In Elementary school students are usually in a separate class with other English language learners. Once in middle school and throughout high school, the students are individually pulled from their general-public classes for one-on-one support with their ESL/ELL teachers. Students can test out of the ESL program by demonstrating acceptable language skills through the TELPAS (Texas English Language Proficiency Assessment.) TELPAS scores are evaluated by LPAC to determine whether reclassification skills have been met. After a student has been reclassified as “English Proficient” the state requires that the student be monitored for two years to ensure that students are maintaining successful education standards (12 ways to support English learners in the mainstream classroom 2022) .
