They hired lawyers and accountants to handle the money and launder it. Massive amounts of money allowed them to pay of officials and spread the business all around creating huge mobsters all over. They also had politicians to turn a blind eye to the illegal activity in return helping them stay in power either through fear or violence.

Violence occurred such as the bloody valentine massacre creating fear to the normal people.
