There is water scarcity for many reasons, including water demand, as 80% of California's water goes to agriculture not to mention the rising population in California. One more reason is the climate, as the temperature in the state is rising, and droughts and floods are expected. This is mostly physical.

The Solution:

California's solution is reused water. With their advancements, OCWD has been able to reuse water for many different purposes, including irrigation or even drinking water. The process is that they take treated waste water and mix t with clean, unused water, then they import it into many different dams.
