The program worked but they needed to change some things, so after the Federal Securities Act of 1933 it created Securities and Exchange Commission of 1934. The Federal Securities Act of 1933 has been amended multiple times (they had to change a little bit of it as years passed by). Yes, I do think this program was successful, it tried to stop fraud of course there were problems, but that is why it changed as years passed.

No, I don't think this act was responsible for federal funding because this act tried to stop federal funding.

People might not have thought it would work, or people would still be doing fraud right after the stock market crashed since that is what caused the Federal Securities Act.
