Plants are more effected by dry air than dry soil because when the dirt is dry, plants rely on the moisture in the air. If the air is dry, then they need even more moisture. Plants also shut their stomates when it's dry, so that they don't lose the moisture that they do have. However, this means that the plants don't capture as much carbon dioxide.
