Students brainstorm, then vote on ideas and form teams. They create an event proposal for approval by teacher(s) and administration. They then work to make the event a reality within the school. This follows an outline of business expectations that are amended with students for assessment. 
An example from last year: one team saw a need for more equipment for Physical Education. They ran a whole school inclusive dodgeball tournament as a fundraiser. They then worked with the PE Department head to follow up the process

Obviously some framework is required, ie. within the overall curriculum expectations. Choice is difficult for essential learners, and may require significant time and loose guidance. Individual / group work was also a choice. 
As noted by my wise colleague, assessment standards become problematic. Students can choose from a variety of activities: video, music recording, photography, photoshop, animation etc. to demonstrate their learning. They also have plenty of choice within each discipline to come up with what their end product is going to look like.
