And having the power to refuse to give money congress couldn't pay debt or buy supplies.

And the way they could have improved the way about having one branch is they could have just added on to the articles to make two more branches. Like adding a judicial and presidential system. The reason why is because there was lots of inflation and depression so Massachusetts stopped printing money. This then caused Massachusetts to raise taxes, so many poor farmers revolted because they couldn't pay such high taxes and courts forced them to sell their.    But the other weakness that the states could refuse to give soldiers also played a role, because since there was no militia, there was no one to stop the rebellion, the farmers ended up closing the Supreme Court of Massachusetts. Until the state troops came to stop the rebellion.
