         <description><![CDATA[<div>A transparent mechanism should be in place to address the “shrinkage” factor ie material lost/ used product BUT&nbsp; the starting number should be 100%<br><br>Formula<br>100% produced -SHRINKAGE ADJUSTMENT FACTOR = %TARGET<br><br>AN ADJUSTMENT FACTOR<br>...this factor may include such items as expended tire tread, a historical reference of number of tires NOT HISTORICALLY COLLECTED (say used for misc use eg boat bumpers, tie downs for tarps, whatever but there is a historical reference that that sector of producers can say DO NOT come back on an annual basis )<br><br>This factor can then, on a percentage basis,   be used to reduce the target qty Reqd by producers ON A COLLECTED BASIS (ie not recycled basis) </div>]]></description>

         <description><![CDATA[<div>Service providers should NOT. be responsible to collect materials that the producers say they WILL NOT FUND<br><br>If the program success results in a higher than target collection is amount has to have a mechanism to be funded&nbsp;<br>(NOTE PREMISE ON COLLECTED IS THE REAL NUMBER NOT THE AMOUNT RECYCLED OR TARGETS)<br>Target collection = 100<br>Actual collection = 115&nbsp;<br>15 units have been collected that the Producers are not required to pay for ...&nbsp;<br>ARE THE SERVICE PROVIDERS SUPPOSED TO PAY.&nbsp; FOR THIS EXPENSE??&nbsp;<br><br>So overage of 15 units should be paid for either in THIS YEAR “OVERCOLLECTION FACTOR” or “CARRIED FORWARD TO NEXT YEAR FACTOR”&nbsp;<br><br>This tonnage /volume MUST BE FUNDED by a carryover or allowable excess in the year of collection.<br><br>So if 15 extra units collected this year then NEXT YEAR = 100 from this year PLUS 15 FROM LAST YEAR .....PLUS ANY. NEXT YEAR VOLUME TARGET ADJUSTMENT<br><br>So I would suggest the following&nbsp;<br><br>Year 1.&nbsp; &nbsp; &nbsp; 115 collected but 100 funded 15 unfunded<br>Year 2.&nbsp; &nbsp; &nbsp; New target is 115 (based on last year historical this is now doable) BUT&nbsp; WE STILL HAVE 15 UNITS FROM LAST YEAR THAT MUST BE FUNDED SO THIS IS ADDED TO YEAR 2 WHICH IS NOW = 115 (NEW TARGET) PLUS 15 OVERAGE&nbsp; = 130 IN YEAR 2 COLLECTABLE&nbsp;<br><br>IF PRODUCERS OVER FUND THEY SHOULD HAVE A CARRYFORWARD MECHANISM FOR THESE CONTINGENCY SITUATIONS<br><br>KEY PRINCIPLE<br>100% COLLECTED= 100% FUNDED&nbsp;</div>]]></description>
